Friendly culture, mediocre pay

Everyone is nice enough but they pay substandard wages and claim to make up for it with travel perks, but the latter are more theoretical than practical. If you want to visit Smalltown, USA, you'll probably find a rate, but you'll never be able to find an employee rate in NY, SF, London, or anywhere else you'd actually want to go.
I've seen supervisors leave and the next person in line being forced to do that job in addition to their own for a year or longer at their current pay rate before being given consideration for a permanent promotion and the small bump in salary that comes with it.
