Project Context and Scope
The Climate Mobility Innovation Lab (CMIL), hosted by the International Organization for Migration (IOM), was established to address the nexus between human mobility and climate change. The Lab fosters innovation and partnerships to tackle the complex challenges posed by climate change and human mobility across the Mediterranean, Africa, Asia-Pacific and beyond.
Central to this work is the Risk Index for Climate Displacement (RICD), an operational foresight tool that enhances understanding of climate-induced displacement dynamics — including its drivers, triggers, and tipping points. The RICD supports the identification of current and future displacement hotspots and trends, providing actionable insights for policymakers and investors.
To support the rollout and continuous improvement of the RICD globally, IOM is seeking a CMIL Climate Data and Risk Analyst . The Analyst will contribute to the technical development and refinement of the RICD, with hands-on responsibility for data sourcing, processing, quality improvement, and model review. Working under the guidance of the Head of CMIL and in close coordination with CMIL technical counterparts globally, the Analyst will serve as a core technical resource across CMIL analytical workstreams.

Responsibilities: Tasks to be performed under this contract
Data Analysis, Modelling, and RICD Technical Support
Conduct quantitative analysis of climate displacement risk data across CMIL priority countries, in particular in countries with low analytical capacity. Generally this work will take place with expert partners but may also involve independent technical work.
Review, stress-test, and propose targeted improvements to existing RICD modelling approaches, including assumptions, indicators, weighting, and aggregation methods.
Support the development and adaptation of micro-level analysis methodologies combining quantitative and qualitative elements.
Contribute to the RICD methodological working group, providing technical inputs on modelling design, indicator selection, and data quality.
Support the integration of hazard-specific displacement risk assessments (e.g. flood, drought, heatwave) and vulnerability dimensions (e.g. conflict) into the RICD analytical framework.
Ensure gender-sensitive data considerations are reflected in analytical outputs.
Support alignment of RICD analytical approaches with CMIL colleagues in other regions and IOM HQ.
Develop and improve hazard, exposure, and vulnerability simulations in key hotspots.
Data Sourcing, Quality Improvement, and Interoperability
Identify gaps in country-level climate and displacement data and work with national partners and IOM missions to source, clean, and validate relevant datasets.
Assess the quality, coverage, and reliability of available data at country level across CMIL priority countries
Develop or adapt data processing workflows to improve consistency, comparability, and usability of datasets within the RICD framework.
Improve the interoperability of data across different sources, formats, and scales — including government administrative data, household surveys, and remote sensing products.
Propose and apply proxy indicators or methodological workarounds where primary data is unavailable or of insufficient quality.
Capacity Building and Technical Support to Partners
Provide hands-on technical support and training to national technical staff and local partners on data collection, processing, and analytical methods relevant to climate displacement risk.
Support partners in understanding, applying, and contextualising RICD outputs at country level, including through guidance notes and direct accompaniment.
Develop simplified technical materials and training resources tailored to varying levels of technical capacity among partner institutions.
Support the co-creation process for RICD, including technical inputs to national working groups, facilitating technical session of national workshops, presenting at regional symposiums.
Analytical Backstop and Knowledge Products
Serve as an analytical support, where required for the CMIL teams globally, supporting colleagues on data queries, output interpretation, and quality assurance of analytical products.
Contribute to RICD reports, technical briefs, and other knowledge products, translating findings into accessible outputs for policy and programme audiences.
Support the validation of analytical findings with national and regional counterparts involved in RICD implementation.
Other Duties
Conduct field visits as required, including to hardship locations.
Undertake any other duties assigned by the supervisor.

Qualifications: Required Qualifications and Experience
Education
Master's degree relevant to climate adaptation, environmental science, migration, data science or similar.
Experience
Proven experience in conducting both quantitative and qualitative research on displacement-related issues.
Strong understanding of datasets and data sources relevant to climate-induced displacement.
Demonstrated experience in quantitative risk analysis, with applied knowledge of methods and tools relevant to climate or displacement risk assessment.
Experience reviewing or contributing to risk indices, composite indicators, or similar modelling frameworks, including identifying weaknesses and proposing improvements.
Demonstrated experience working with incomplete, fragmented, or low-quality datasets in developing country or humanitarian contexts, and ability to apply practical solutions to data gaps.
Experience supporting or training national technical counterparts on data and analytical methods is an asset.
Prior exposure to the RICD or comparable displacement risk tools is a strong advantage.
Experience working with government counterparts, research institutions, or international organisations on climate or displacement data is desirable.
Experience in humanitarian or hardship operational contexts is an asset.
Skills
Strong quantitative analytical skills, including data cleaning, processing, statistical analysis, and modelling.
Proficiency in analytical tools such as R, Python, QGIS, or equivalent.
Qualitative research skills, including designing and conducting household surveys, key informant interviews and focus group discussions.
Ability to assess and improve data interoperability across formats, sources, and scales.
Excellent written and verbal communication, with the ability to translate technical findings for non-specialist audiences.
Ability to work independently while coordinating effectively with diverse technical partners across multiple countries.
Strong organisational skills and ability to manage concurrent analytical workstreams.
Languages
For this consultancy, in English and French is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
